I was an athletic child and now that I am older no matter how much I work out, I can't loose weight, I can loose fat and go down sizes but I still weigh the same. Is there a safe way to loose muscle?

In order to lose fat but keep muscle, you have to reduce calories to create a slight deficit
What sort of muscle are we talking here? Strength muscle or just purely visual muscle?
